Minutes of Prices Registration
What is it?
Through Decree no. 3.931, dated September 19, 2001, changed the regulation of the prices registration system and instituted the possibility of using the more beneficial proposal in a bid by other organizations and entities. This procedure became vulgarized by the name “ride”, which denotes the idea of using the course that someone is developing to conclude an own trajectory at no cost.
Who can adhere?
According to Article 8 of Decree no. 3.931, of the Minutes of Prices Registration, during its validity, can be used by any organization or entity of the Management that did not partake in the bid, through prior consultation made to the managerial body, as long as the advantage is duly confirmed.
Advantages of the Ride
Eliminates the conventional bids, always delayed and with frequent outcomes by the Accounts Court or Judiciary Power.
Eliminates the costs of a bidding process;
Has the commitment of supply from suppliers;
Has the right to automatically request for all the objects established in the SRP.
How to adhere
To adhere to a minute of prices registration, the Manager should confirm the advantage of the proposal available in the manager’s prices registration;
This advantage is confirmed through research and can also be considered, when under the same conditions between the registered and the market price, by the indirect cost of the bid;
The proposal provided in the manager has been confirmed as the most beneficial;
To formalize the adhesion to the relations between the manager and the participant and/or non participant (ride), the elaboration of an official letter is recommended, with the request to the managing organization and the supplier.
